The Ascon Landfill Site is subject to a State of California permit relating to storm water management and will undertake winterizing actions using best management practices.

You will see:

Workers on-site conducting non-remedial work. Delivery of supplies, such as:

  • wood mulch
  • rolls of sediment control fabric
  • pallets of gravel bags and rolls of plastic sheeting for gravel bag berms

These activities will not involve ground-intrusion work.

Where:

Work will take place around the perimeter as well as the excavated zones in the interior of Ascon. Wood mulch will be applied primarily on the eastern side of the Site, while sediment control fabric will be applied near the perimeter.

What actions will be conducted?

Sediment control barrier – A sediment control barrier approximately two feet tall will be installed near the intersection of Magnolia and Hamilton streets.

Adding mulch to graded areas – Wood mulch will be applied in the area near Magnolia Street. The wood mulch is mixed with a binder, which keeps the mulch in place during rains. The mulch is applied with a hose, similar to the application of Posi-Shell® or hydro-seed.

Asphalt driveway removal – Removal of old asphalt pavement near Magnolia Street to decrease stormwater run-off.

On-site drainage channel maintenance – Maintenance and reopening of an on-site drainage channel or swale in the southeast zone. This action will direct stormwater into a detention basin inside the Ascon Site.

Gravel to control sediment – Gravel will be placed near the entrance to the Pit F tent near Magnolia Street to control erosion and reduce sediment runoff. Gravel will be placed near the entrances, exits, and also on the interior work roads to control sediment and reduce soil tracking onto public roadways.

Vegetation maintenance and debris clearing in detention basins –Debris will be cleared and vegetation cut down in the southeast zone and southeast stormwater detention basins to prepare for rains.

Pit F tent completion – The Pit F tent near Magnolia Street will be completed and reinforced in advance of the winter season. There will also be delivery and installation of equipment to Pit F for future work. These actions do not involve any remedial work inside the Pit F tent.

Covering excavated areas – Application and re-application of long-term cover, such as PosiShell® , in excavated or disturbed soil areas.

Will air quality be monitored?

Air quality monitoring and dust mitigation actions are conducted during this work.

When will the work be conducted?

Work will begin in October 2019 and is expected to be completed in 3-4 weeks.

Who will oversee this work?

The California Department of Toxic Substances Control and the Santa Ana Regional Water Quality Control Board.
