Field Work at Ascon Site for Week of February 24th, 2020

Field work at the Ascon Landfill Site during the week of February 24 is planned to include:

HAMILTON AVENUE: Short segments of the concrete base (also known as k-rails) along Hamilton Avenue will be exchanged with notched replacements to allow access to a communications vault located on the sidewalk. You will see workers adjusting the 16-foot fence support frame during this work which is anticipated to be completed during the week of February 24. Traffic control measures may be implemented in the Hamilton Avenue parking lane during this work for public and worker safety.

Equipment used for this work may include:

• Concrete chainsaw to cut notches in concrete base; concrete cutwork will be conducted inside the Ascon site (unless minor adjustment is needed on notched replacement)
• Equipment to move concrete base and fence panel, or to adjust fence support frame

SITEWIDE: There will be continued inspection and maintenance of stormwater management measures to maintain compliance with Ascon stormwater permit. Stormwater management is subject to inspection by the City stormwater inspector.

EASTERN ZONE: Improvements to the Pit F tent foundation are planned, including placement of stone and gravel near the base of the tent, as part of ongoing maintenance of the tent structure. Stone and gravel will be moved to the tent area to prepare for this activity.

Equipment used for this work may include:

• Skid steer or front end loader to carry and deposit stone and gravel

SITEWIDE AND OFFSITE: Air quality monitoring continues, both on the Ascon site and at offsite community locations. Air quality monitoring data are posted under the Actively Monitoring Air Quality tab and also on the Ascon Landfill Site web page on the California Department of Toxic Substances Control (DTSC) website, Envirostor.

SITEWIDE: Weed abatement will be conducted as needed throughout the Site as part of stormwater management and fire protection. Plant overgrowth is removed near silt fences as part of necessary weed abatement, leaving roots in place to help prevent erosion.

Equipment used for this work may include:

• Small power equipment, such as a weed wacker or mower
• Front end loader to remove plant cuttings

SITEWIDE: Dust and odor mitigation measures continue to be implemented. This includes applying a non-toxic odor suppressant material in excavated and graded zones which forms a hard clay-based shell, covering excavated materials with reinforced plastic covers, and also use of a water truck to mist interior roadways and areas where field work is occurring. SITEWIDE: Soil sealant will be applied to access and interior roads as a routine dust control action.

HAMILTON AVENUE AND MAGNOLIA STREET: Workers will conduct routine cleanup and removal of trash and debris thrown at and between the concrete base for the 16-foot fence around the outside of Ascon. Spray paint “tagging” was removed from the fence during the week of February 10.

SITEWIDE: Supplies needed for ongoing Site maintenance may be expected for delivery.

SITEWIDE: 24-hour onsite security continues.
